With over 20 years in senior public health leadership, I now work as a freelance consultant, offering expertise to help organisations navigate complex challenges and improve health outcomes. I focus on creating fairer, healthier communities by providing tailored strategic guidance and practical support, ensuring lasting, positive change.

My mission is to strive for a better tomorrow.

I am a passionate and nationally recognised public health leader with over 20 years of senior-level experience across local government, the NHS, and national systems. My expertise spans health improvement, health protection, healthcare integration, violence prevention, and tackling health inequalities.

As the former Director of Public Health for Bolton and now Director of Helen Lowey Consultancy Ltd, I offer strategic leadership, public health insight, and extensive experience delivering transformational change. I led Bolton’s COVID-19 response, including the UK’s first management of the Delta Variant of Concern—shaping national policy and earning the Faculty of Public Health’s President’s Gold Medal for Inspirational Leadership in 2021, along with an Honorary Professorship from the University of Bolton.

I have led large-scale, multi-agency programmes including local outbreak management, NHS Test & Trace, civil contingency responses such as The CUBE Fire, and commissioning of over £35 million in public health provision. I have strategic influence over NHS and local government budgets exceeding £930 million, and a strong track record in partnership working, system reform, and integrated care delivery.

Nationally, I am recognised for my pioneering work on Adverse Childhood Experiences (ACEs), serving as Principal Investigator for the UK’s first ACEs research. This led to system-wide changes in services, policy and training, and I continue to lead this agenda across Greater Manchester.

I have led diverse teams covering health improvement, intelligence, civil contingencies, and public engagement. I am an experienced communicator and educator, with a portfolio that includes national reports, strategic reviews, and high-profile presentations. I remain committed to reducing inequity, advancing social justice, and embedding public health across systems, policies and communities.
